The Emaar Community Management baseline
ECM's rules across Emaar communities require all pets to be microchipped and vaccinated annually in line with Dubai Municipality regulations. Pets are allowed in private units subject to Community Rules, must be on a leash in common areas, and owners must clean up — leaving waste in public areas attracts a Notice of Violation and a fine.

Tenants vs owners
For tenants: the landlord's tenancy contract should explicitly permit pets. If the contract is silent, request a pet clause as a written addendum. For owners: you can keep a pet without landlord approval, but the OA rules still apply. If you intend to short-let with pets allowed, declare that in the DET application.
Pet-friendly Downtown around Burj Crown
Burj Crown's Boulevard frontage means dog-friendly cafés on Sheikh Mohammed Bin Rashid Boulevard are a few steps away. Burj Park (just east) is open to leashed dogs. The closest dedicated dog park is Al Safa Park, a short drive south, with a fenced off-leash area.
